Quality Management
The quality assurance and quality management of products and pro-
cesses are not only of importance for industry. Authorities – especial-
ly scientific institutions like the BfR – must also be able to prove nowa-
days that they work in accordance with internationally recognised
standards and that this is ensured by a functioning quality manage-
ment (QM) system. Since 2010, all work areas of the BfR – science,
assessment, communication and administration – have been certi-
fied by the TÜV Nord technical monitoring association in line with the
quality standard DIN EN ISO 9001:2008. The technical competence
of the BfR's scientific laboratories in line with DIN EN ISO/IEC 17025
was recognised and accredited by the State Accreditation Body in
Hanover as far back as 2002.
The two quality certificates have to be renewed regularly, every five
years in the case of standard DIN EN ISO/IEC 17025. Accordingly,
six inspectors of Deutsche Akkreditierungsstelle GmbH tested the
laboratories that perform scientific work for the BfR in autumn 2012
to establish whether or not they satisfy all of the organisational and
technical requirements and ensure that the BfR documents the work
results precisely. The management system and competence of the
deployed personnel were also examined. All three organisational
units with labs for analysis, microbiology and toxicology proved that
they are technically competent and capable of working at a compa-
rable international level and that they satisfy all legal requirements
and standards. A total of 16 units from six specialised scientific de-
partments of the BfR are combined into the three organisational units.
Certification in accordance with DIN EN ISO 9001:2008 is renewed
every three years, which means that the BfR will again be audited by
TÜV Nord Cert GmbH in 2013.
Qualitätsmanagement
Qualitätssicherung und Qualitätsmanagement von Produkten
und Abläufen sind nicht nur für die Industrie von Bedeutung.
Behörden, insbesondere wissenschaftliche Einrichtungen
wie das BfR, müssen heute ebenfalls belegen, dass sie nach
international anerkannten Standards arbeiten und dies durch
ein funktionierendes Qualitätsmanagementsystem, kurz
QM-System, sicherstellen. Seit dem Jahr 2010 sind sämt-
liche Arbeitsbereiche des BfR – Wissenschaft, Bewertung,
Kommunikation und Verwaltung – vom TÜV Nord gemäß der
Qualitätsnorm DIN EN ISO 9001:2008 zertifiziert. Die tech-
nische Kompetenz der wissenschaftlichen Laboratorien des
BfR gemäß DIN EN ISO/IEC 17025 hat die Staatliche Akkredi-
tierungsstelle Hannover bereits im Jahr 2002 anerkannt und
akkreditiert.
Die beiden Qualitätsnachweise müssen regelmäßig erneu-
ert werden, die Norm DIN EN ISO/IEC 17025 beispielsweise
alle fünf Jahre. Aus diesem Grund begutachteten im Herbst
2012 sechs Prüferinnen und Prüfer der Deutschen Akkredi-
tierungsstelle GmbH die wissenschaftlich tätigen Laborato-
rien des BfR. Sie überprüften, ob die Labore alle organisa-
torischen und technischen Anforderungen erfüllen und das
BfR die Arbeitsergebnisse genau dokumentiert. Auch das
Managementsystem und die Kompetenz des eingesetzten
Personals wurden begutachtet. Alle drei Organisationseinhei-
ten mit Laboren zur Analytik, Mikrobiologie und Toxikologie
haben nachgewiesen, dass sie fachlich kompetent und auf
international vergleichbarem Niveau arbeiten sowie gesetz-
liche und normative Anforderungen erfüllen. In den drei Or-
ganisationseinheiten sind die Labore von insgesamt 16 Fach-
gruppen aus sechs wissenschaftlichen Fachabteilungen des
BfR zusammengefasst.
Die Zertifizierung gemäß DIN EN ISO
9001:2008 erfolgt alle drei Jahre. Damit
wird das BfR im Jahr 2013 erneut von
der TÜV Nord Cert GmbH begutachtet.
Die beiden Qualitätsnormen DIN EN ISO/IEC 17025
und DIN EN ISO 9001:2008
Die Norm DIN EN ISO/IEC 17025 legt die Anforderungen
an das Management von Prüf- und Kalibrierungslabora-
torien und deren technische Erfordernisse fest. Sie geht
dabei ausführlich auf technische Details wie zum Beispiel
Messunsicherheitsbetrachtungen ein. Prüflaboratorien, die
die Norm erfüllen, beweisen damit, dass sie technisch
kompetent und fähig sind, fachlich begründete Ergebnis-
se zu erzielen. Die Norm DIN EN ISO 9001:2008 gibt hin-
gegen vor, wie Geschäftsprozesse und Verantwortlichkei-
ten organisiert sein müssen, damit eine hohe Qualität der
Arbeit und der erstellten Produkte garantiert werden kann.
Die Anforderungen an das Qualitätsmanagementsystem
sind bei beiden Normen ähnlich. Die Anforderungen an
die DIN EN ISO/IEC 17025 sind aber insbesondere im Be-
reich der technischen Kompetenz umfangreicher.
